[Characteristics of Carbon Emission Network and Evaluation of Emission Reduction Synergy in the Beijing-Tianjin-Hebei Urban Agglomeration].

Ecological and environmental protection is one of the three major breakthroughs in the coordinated development of the Beijing-Tianjin-Hebei Region, and collaborative development can significantly promote carbon emission reduction within the region. Based on panel data from Beijing, Tianjin, and Hebei from 2012 to 2021, social network analysis was applied to investigate the structural characteristics of the carbon emission network in the region, and the synergy degree model of composite systems and the coupling coordination model were employed to assess the effectiveness of carbon emission reduction governance across the three areas and the collaborative emission reduction effects among them. The results indicate the following: ① The carbon emission network in the Jing-Jin-Ji urban agglomeration presents a "core-periphery" structure, with Beijing and Tianjin positioned as central nodes exerting significant influence on regional carbon governance. ② Fluctuations in the synergy degree of carbon emission reduction governance occur among the three regions, with Tianjin performing consistently but Beijing and Hebei experiencing instability due to variations in policy support. ③ The degree of coupling in emission reduction between the three regions also fluctuates and is closely linked to the effectiveness of carbon governance in each area. Cities should promote overall collaborative carbon emission reduction governance in the urban agglomeration by aligning their functional roles with current development conditions.
