Measuring Productivity in the Public Sector

摘要

It is vital for government agencies to have some estimate of how they are doing in order to guide improvement and to evaluate productivity improvement efforts. Productivity measurement serves this purpose. This paper, based mainly upon case analyses from Public Productivity Review (1980-1987), presents the significance of productivity measurement, and then discusses the predicaments of measuring productivity in the public sector. Finally, some suggesitons about how to better measure productivity in the public sector are offered.
