Can offshore siting solve the LNG terminal impasse

摘要

According to Rust and Weinstein, offshore siting of LNG terminals is hampered by unfavorable seabed terrain, military-operation areas, and population buffer zones, which restrict their placement to only four possible locations off the Southern California coast. In view of the public pressure against land-based sites, a long-range approach to the problem of siting hazardous installations is considered in which favorable offshore locations would be developed into complexes for the shipping, handling, and receiving of not only LNG but also, LPG, ammonia, chlorine, and crude oil. Establishing the general layout and principles of expansion at the outset would enable large multi-unit terminal construction to proceed in stages, and would save much time and money.
