摘要
The growth-dominant strategy as observed in the past two decades of national economic development failed to pay proper attention to the developmental role of ‘important persons’ from the standpoint of regional development. This paper attempts to identify four qualitative roles of them : symbol ; education ; halo and institution effects. A conclusion is made to indicate that these effects could be localized in depressed locales suffering from backwash effects by a variety of spatial policies including the establishment of office park, technopolis, artist colony and scholarly retreat.
