专家参与规划决策的实效性分析－以《环境影响评价法》为中心
摘要
Experts' participation in decision-making has been gradually paid attention to and widely accepted by China central government and local governments as well for experts' scientific proofs can make decisions more authoritative. However, there are problems in the planning of EIA (environment impact assessment) as follows: the role of experts is dissimilated as they have to take sectional benefit into consideration first; it is experts' judges from the facts instead of the mass value choice that are decisive; organizations of EIA needs to be perfected; foundation of the mechanism of EIA is still unstable.
