Aronoff (1981) states that productivity is one of the central mysteries of derivational morphology. Riddle (1985) points out that the notion of many recent studies of English lexical structure. One pair of suffixes : # ness and + ity has enjoyed the limelight. The paper is organized as follows. Section 1 reviews the major measures for estimating the productivity of a morphological process. Section 2 compares the productivity of suffixes # ness and + ity. Section 3 dwells upon the main factors affecting the productivity of the two suffixes. Section 4 comes to the following conclusion: Factors affecting the choices between the two suffixes and their productivity are the word bases, semantic coherence, phonological transparency, the application of R1, dictionary listing and blocking in addition to the historical, social and pragmatic factors. To sum up, the productivity of the two suffixes is the product of the interplay of a complex of factors.
